The ancient Tibetan Empire was a federal and military state composed of a plurality of ethnic regions, across which it attempted to gradually establish a uniformity of military and administrative units. This presentation aims at clarifying for the first time the dual system of rule of the ancient Tibetan Empire and its structure through careful reading of documents excavated in Central Asia, in addition to Chinese language historical documents from the Tang Dynasty and classical Tibetan historical texts.
